Add a link/action icon back to the editor toolbar

Since the new editor rolled out, the link/action icon is no longer available in the toolbar. Would like this function added back to the toolbar (like it used to be), instead of requiring multiple clicks to go into the properties panel. The new process is so much more inefficient!
