Bulk User Upload & Permission Assignment

Description

The current process for adding users to the system is cumbersome, as it requires adding each user individually and then manually setting their permissions. This ticket proposes the implementation of a bulk upload feature that allows for the simultaneous addition of multiple users, along with the ability to assign permissions during the upload process. This enhancement will streamline user management, particularly for the GCOE team in Texas.

Steps to Reproduce

1. Navigate to the user management section of the application.

2. Attempt to add a new user by filling out the required fields one at a time.

3. After adding each user, scroll through the list to find the last added user.

4. Change the permissions for each user individually.

5. Note the time and effort required to complete the process for multiple users.

Acceptance Criteria

• A bulk upload feature is implemented that allows users to upload multiple user records at once via a CSV or similar file format.

• The bulk upload process includes an option to set permissions for all users being added in one action.

• The user interface is intuitive and provides clear instructions for the bulk upload process.

• Validation is in place to ensure that all required fields are filled out correctly before the upload is processed.

• Users receive confirmation of successful uploads and any errors encountered during the process.
